Frank Burns, former commander of the NSDF Black Dogs (alongside Commanders Harris and Shaw) would later be better known as the Padishah of the Scion Collective. Interestingly, it is never actually stated that Burns is a Scion, which goes some way to explain why his appearance is so inconsistent with that of the other Scions. While being held in ISDF custody, a tissue sample reveals that Burns' DNA matches with Braddock's.
